Ms. Kelly O'Haire served as the Director of Moral Character Determinations for the State Bar of California, before opening a solo law firm in March 2017. The Law Offices of Kelly O'Haire are located in Novato, CA, where Ms. O'Haire specializes in Estate Planning, Wills and Trusts, Prenuptial Agreement Review, Employment Investigations and Expert Testimony, and Criminal Defense.

As the Director of Moral Character Determinations for the State Bar of California, Ms. O'Haire managed a team of Moral Character Analysts (Background Investigators) and reviewed Moral Character applicant files for final determination of clearance or hearing. She provided investigative training and direction to staff, while also working with the Committee of Bar Examiners to provide applicant hearings and final determinations on Moral Character applications.

Prior to her position at the State Bar of California, Ms. O'Haire served as the Human Resources Policy & Practice investigative attorney at the University of California Berkeley. She conducted highly confidential investigations of allegations of Whistleblower, sexual harassment, discrimination, governmental fraud and theft, and University policy violations. She also managed the grievance process and policy revisions, negotiated confidential settlement and separation agreements, and provided confidential advice to management. Ms. O'Haire has completed the Association of Workplace Investigators (AWI) Investigators course.

Ms. O'Haire served as the Senior Labor Relations Specialist attorney at Pacific Gas & Electric Company (PG&E). She managed employee misconduct investigations, EEO claims, fitness for duty evaluations, and compliance with drug testing policy. She interpreted Union labor agreements, developed and provided training on employment law and Union contract topics. Ms. O'Haire also conducted disciplinary and termination hearings as well as grievance investigations, hearings and settlements. She negotiated settlements of contractual grievances and created new written policy, and coached and trained supervisors regarding human resources issues and contract interpretations.

Ms. O'Haire spent over five years as the Deputy Risk Management/Supervising Labor Attorney for the San Francisco Police Department, and over ten years as the Deputy District Attorney III for the Marin County District Attorney's Office. Ms. O'Haire served three two-year terms as the Vice Chairman of the Novato Police Advisory & Review Board. She served as a Police Officer/Detective for the San Rafael Police Department for nine years, prior to her admittance to the State Bar of California.
